Fixes #5802.
Fixes the Mac R builds by adding back
brew update-reset(added in #4161 and then removed in #5671 🙃 ) and removing argument--casktobrew install basictex.Fixes the Windows R builds by pinning to a slightly older
{tinytex}version. Some breaking changes were made in the latest{tinytex}that haven't made it intorlib/actions/setup-tinytexyet. (see discussion in r-lib/actions#712 and r-lib/actions#713 (comment)).
